The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from multiple capitals. Immense energy is devoted on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes sober acceptance: perhaps the approaching threat won't cause damage this time, sparing the city from devastation and further power outages.

Persistent Threats

Soon after, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.

With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a need that European nations are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This pattern will, undoubtedly, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
